(WZZM) July is Japanese Beetle month.  They came to the US in 1916. Now theyr'e one of the most damaging insects to all states east of the Mississippi River, except for Florida. There are many products that will fight them, like Captain Jack's Dead Bug Brew and Sevin.

If you over-water your plants they may foliate more, but flower less. And under-watering puts the plant under stress. Stress will allow the plant to produce blooms, because it wants to produce seed but the plant will look poor so it's a fine line as to how much water you should give it. Dead-heading after they bloom is also a good idea with your roses.
