DETROIT (AP) -- One Detroit resident who racked up more than $13,000 in unpaid parking tickets is atop the list of the city's individual parking scofflaws.
The Detroit Free Press reports Wednesday that 25-year-old Kevin Cousins was apologetic when asked about the 188 unpaid parking citations. He says he credits "immaturity" as a factor in amassing the large debt, and his drivers' license is invalid because of parking tickets.
Word of the unpaid tickets comes as Detroit officials on Thursday plan to expand parking enforcement efforts.
Rental car agencies have lots of unpaid parking tickets, since customers often get them and don't pay. One Enterprise branch in Farmington Hills has 115 tickets totaling about $22,500.
Enterprise Holdings says it has no record of the tickets but is seeking more time to research them.
