NEW BALTIMORE, MICH. - The family of a murdered Grand Valley State University student says not enough was done to prevent her death.
21-year-old Rosemarie Reilly of New Baltimore, was shot and killed earlier this month by her ex-boyfriend, Jeremy Kelly. He then shot and killed himself.
Reilly had a personal protection order against him at the time. ABC in Detroit spoke to her parents, who say a broken system failed to keep their daughter safe from Kelly, who had a history of violence.
They say it started with endless phone calls and other forms of stalking, then quickly escalated to physical violence -- violating the PPO.
"He stalked her, he followed her everywhere she went, he punched her several times and he held a gun to her head and threatened to kill her," said Reilly's mother Pamela.
After their break up months earlier, police say Kelly shot and killed Reilly in the early morning of Nov. 6, at a friends apartment in the 1400 block of Lake Drive SE in Grand Rapids. Kelly then turned the gun on himself.

Reilly's family wants to know why no one took Kelly's guns away or arrested him. Grand Rapids police have not commented.
Reilly was a senior at Grand Valley State, studying nursing. She died just five days shy of turning 22.
