He's seeking the Democratic nomination to challenge Republican incumbent Norm Coleman.
Another Minnesota Democrat who has set his sights on Coleman is attorney Mike Ciresi. He's setting up an exploratory committee.
Ciresi was the lead attorney in Minnesota's 1998 lawsuit against the tobacco industry that resulted in a $6 billion settlement
