GRAND RAPIDS (WZZM) - A Kent County jail custodian who made an ominous comment at a budget meeting will not face charges for what some considered a "threat."

Earlier in November, Steve Black warned county commissioners to remember mass shootings across the country before making tough budget and staffing cuts.

"I close with these five very tragic words. Columbine, Virginia Tech, Fort Hood. Think about those. Are we next on the list?"

Black told WZZM 13 news he will not face charges, but is stepping down from his position and retiring. He was suspended without pay indefinitely following the remarks.
