MANISTEE, Mich. (Ludington Daily News)-- On Saturday afternoon at 1:50 pm, a woman who is a respite caretaker for an autistic child called 911 to report that the 10-year-old boy, Owen James Skalandis of Manistee, was in the Manistee River near River Side Marina.

Medical and police units were dispatched with units arriving within a minute. Fire personnel responded from the First Street beach area where they were training. It was quickly determined that the child had floated west and he was located about 150 yards to the west near the Cedar Street marina adjacent to the Riverwalk. Owen was face down in the water and unresponsive.
